esm: move hooks test with others

This PR splits off from https://github.com/nodejs/node/pull/53044 an unrelated tests cleanup change. One test involving module customization hooks belongs in test-esm-loader-hooks.mjs with its compatriots, and will need to be there for #53044 where we start running it with variations of different sets of flags.
