test: enable timers test

Add faketime to tools and enable test/timers in make test and make test-ci.

Didn't touch vcbuild.bat because faketime doesn't run on Windows. As it is, we'll probably have to skip some platforms. Will run CI to see which ones faketime successfully builds on...
