child_process: remove unused internal event

Rodrigo Muino Tomonari requested to merge github/fork/Trott/remove-it into main

Tests pass without this event being emitted. It seems likely orphaned. Remove it.

We should run CITGM on this before landing, just to be super cautious. (Also fine if we want to mark it semver major, just out of caution.)
