build: ensure `v8_pointer_compression_sandbox` is enabled on 64bit

Follow-up to https://github.com/nodejs/node/pull/50820

The defines were upstreamed in the above PR but the ability to configure the variables themselves were not. This adds that back in and allows Electron to remove its patch and change these if needed.
