doc: add versions when `--watch-preserve-output` was added

While implementing this PR: https://github.com/nodejs/node/pull/54323 I found that the --watch-preserve-output CLI flag is missing documentation to know when it has been added. Information useful to know what Node.js versions supports this feature.
