meta: remove limit and re-enable pull request stalebot

Only 2 pull requests were found to match the original END_DATE criteria. Even without the end date, these same 2 PRs are still the only ones affected.

This PR removes the end date, updates the stalebot version, and re-enables automatic (scheduled) execution.
