doc: redirect 'Start a Working Group' to TSC repo

Description of change

In an effort to remove confusion in the governing docs. I propose this change to divert the "Starting a Working Group" and "Bootstrap Governance" information to the TSC's version which is 100% identical (I diff'd them).
