Add a possibility to easily create flight UI helpers

Add a possibility to easily create flight UI helper overlays drawn in the same coordinates as the planets and the system; or in the same coordinates as the ship is drawn.

Tested it by drawing the Kepler-law-free zone (a.k.a. max_accel zone) around the star (that part is not included)
