Adds Gitlab-CI config

Does not even attempt to get IRC shit working because webhooks would be necessary to get all our IRC functionality anyways so why not just keep it all tied to webhooks?

It might be the case that anyone working off a Bleeding-Edge fork that is BEFORE this becomes merged will not actually have proper testing for their merge requests, since it seems to test on the individual fork's CI pages.
