Fixes being able to place walls/machines on space or shuttle turfs

Fixes being able to build machines/walls on space OR shuttle turfs by building the frame/girder on the floor, unwrenching/dislodging it, moving to space/shuttle and anchoring it back

Also fixes cloning pods working even when moved away from their consoles (by shuttles, for example). This allowed cloning a guy ON THE CARGO SHUTTLE while it was at CENTCOMM!
