Possible new projects on nfs-file-01 again

For a brief period the default settings were restored and projects were being created on nfs-file-01 again. This is the same thing that happened in #2862 and the cleanup of such happened in #2883 (closed).

We need to once again check for projects that are on nfs-file-01. Depending on how many there are, we might need to distribute them across nfs-file-09 through 12.

Upon investigation, there are 474 projects on nfs-file-01 that were created during the settings reset. Do we think it is worth moving all of those over? Should we do it anyway simply to be consistent?

I used the rails console method described in https://gitlab.com/gitlab-com/infrastructure/issues/2862#note_41485306 to get the number 474. I was under the impression the settings were only lost for a few hours, which is why I only checked from the beginning of the month as in the mentioned note. Thus, any other projects that happen to be in default storage likely happened a different time or for another reason. Or alternatively our settings were broken longer than expected.

I think we've had a series of events where they've been broken and then fixed. As you can see above we have 957 (as of yesterday) repos located on nfs-file01 due to a 'default' storage setting being written.
