After promoting a label, return to the same labels page

#### Original description

After edition or promotion of a label, the label list goes back to the first page. This is somewhat painful when one wants to manage large collections of labels and edit several labels. One could stay on the page showing the edited label. See also #36888.

Proposal

Currently, when promoting labels from project labels to group labels, after the promotion operation has completed the user will be redirected back to the first page of the project's labels. This can be frustrating when working through and promoting multiple labels. This may be aided by the following proposal to enabling filtering labels by name:
