Remove turbolinks progress bar

Annabel Gray requested to merge 27490-remove-turbolinks-bar into master

We already have the tanuki animation to indicate that a page is loading, so the Turbolinks progress bar is sort of pointless (also I just found out it's not a proper indicator of how much time the page is actually going to take to load 😞 )
