Update create-project.md (comprehensive changes)

What does this MR do?

This changes the docs/gitlab-basics/create-project.md file a lot more than was requested in !8188 (closed) (https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/8188#note_23779443)

I reordered the steps to match the UI and tried to beat the prose, link structures, etc. into tighter shape. I hope you find it acceptable. I am submitting this separately from !9402 (closed), because it is more than you asked for, and it's not fair of me to respond to a simple request with something that makes you do more work. I nonetheless think this reads and works much better, and hope you will agree.

For the record: I preserved the name for the modified button screengrab at !9403 (merged), so the IMG link from this should go to the updated image when all is merged and approved.
