Merge branch 'rs-abuse-reports' into 'master'

Redesign the AbuseReports index

- User profile links go to the admin area
- Shows when the reported user joined
- Show relative timestamp for when the report was created
- Parse message with restricted Markdown pipeline to autolink URLs
