doc: catch the WORKING_GROUPS.md bootstrap docs up to date

Rodrigo Muino Tomonari requested to merge github/fork/jasnell/update-wgs-doc into master

These changes were missed when the CoC and Mod policy were updated recently. These should be included in the governance bootstrapping for new WGs. @nodejs/ctc @nodejs/tsc
